community is surrounded by Milan, Garden
District, East Riverside and Uptown
neighborhoods. A high percentage of residents are white and about a third
own their own homes (Census 2000). The neighborhood represents a dynamic
mix of residential and commercial activity, although primarily residential.
The largest employer in the area is the Touro Infirmary. Touro InfirmaryJudah Touro, a Jewish philanthropist, founded Touro Infirmary in 1852. This multi-specialty hospital prides itself on improving the health and wellbeing of its patients through health care services that are "effective, efficient and compassionate." St. Charles General started in 1972 by a group of physicians dedicated to providing specialized care and attention to its patients in a small general acute care facility. The hospital was purchased by Preferred Continuum Care on December 31, 2004, and operates as a free standing, long term acute care hospital. The western boundary
of the neighborhood runs through Laurence Square, an active park, with
playground equipment and a multi-purpose field. New Orleans Recreation
Department (NORD) operates baseball and other activities at this site
but mostly kids can be seen playing on the basketball courts next to the
police station. Early BeginningsIn the early 1800s, wedged-shaped plantations stretched out from the Mississippi River encompassing what is today the Uptown area. Agriculture turned to city planning when in 1833, Charles Zimpel laid out the town of Carrollton and Faubourg Bouligny on what was the Macarty and the Louis Bouligny plantations. The Faubourg Bouligny covered portions of the present-day Milan, Touro and East Riverside neighborhoods. For more information:Touro
