West Lake Forest is the epicenter of much of New Orleans East’s activity.

A brief overview of West Lake Forest’s history

West Lake Forest wasn’t developed until the late 1960s and 1970s. In 1990, the federal office of Housing & Urban Development (HUD) developed the Section 8 housing program, which created an opportunity for people with low-income to rent housing in the private market using government subsidies. Many landlords in this area were approved for Section 8 rentals, and when the Desire, Florida and St. Thomas Housing developments closed, many low-income families moved here.

The 1999 Land Use Plan of the New Orleans City Planning Commission had this to say aboout the area:

The commercial assets of the district are poised for redevelopment, with the economy rebounding after the oil slump which caused major tenant withdrawals at the Plaza and vacant centers throughout the district.
